Essencially, your forces have 1 turn to scramble as fast as they can in an "Israeli-style" operation to the hostages, and defend them for the duration of the game. while an initial salvo or two of smoke will be fired to provide the civilians cover, they're gonna need much more to stay alive for any long time.
